QUALIFICATION & CERTIFICATION

Certification Requirements for New Crew, Coxswains, and PWC Operators
     Basically Qualified (BQ) complete or challenge one of the following:

Qualification Process for New Crew, Coxswains, and PWC Operators
Each trainee is guided through the learning process by a mentor.
The mentor must be currently or previously certified in the position for which tasks are to be taught and signed off
FC Assigns Mentor
Mentor leads the candidate through the manuals and necessary training process
Candidate demonstrates proficiencies for signoff to any member currently certified in level (or above) to which the candidate is seeking qualification
Candidate's Boat Crew or Coxswain pages all signed off.  Attention Coxswain & PWC candidates:  NAV Rules passed, TCT course,  ICS courses, Operations Policy Exam, and complete a current OPS Workshop.  NAV Rules exams need to be proctored by a QEREF:  Eleventh CG Northern Auxiliary Procedures Guide pg 2-3
Mentor advises the FC
FC arranges for two Facilities, that have qualified Crew and Coxswains to man the vessels
FC contacts the QE coordinators,  gives desired date that QE is needed. An alternate date may also be requested.  Chief QE Coordinator: COMO
Gail Ramsey
Proficiencies both dockside and on the water; will be demonstrated for the QE's signature
 

 

Transition to new Qualification Guide
For those members partially through one of the older qualification guides, tasks completed in an older guide may be transferred to the new guide by the mentor, FC, VFC, FSO-MT, or FSO-OP, provided they were performed less than 2 years ago.  The original date and mentor's name must be used.

 

 

QE Request...link   Ensure the candidate has the following:
*The candidate has completed all reading assignments and exercises.
*Candidate possesses proof of completion of all tasks (Nav-Rules, TCT, etc.)
*Candidate has been trained to the standards set forth in the appropriate publication.

*The Record of completed tasks that displays candidate's name, mentor signatures, and dates for each task.
 Send completed form at least 2 weeks prior to requested date

 

 
Re-certification for Crew, Coxswain, and PWC Operator
Three-Year Re-qualifications are to be done with an Auxiliary QE and be scheduled via the QE Coordinators,
All requirements listed above are to be current and listed on AUXDATA prior to requesting a QE
Missed Tasks/Hours in 2006
The missing hours (up to 8) are made up as a trainee; missing tasks are not required.
Implementation Plan for Re-certification Check Rides
Effective as of 01 January 2007 the five year currency maintenance requirements (check ride) cycle will change to a three year cycle. The three year cycle begins in 2007.
Scheduling is as follows:
Last check ride 2002 or 2003-Next Check ride 2007 - complete New Tasks
Last check ride 2004 –Next Check ride 2008 - complete New Tasks
Last check ride 2005 or 2006 - Next Check ride 2009 - complete New Tasks
 
 

 

Incident Command System
All operational members are required to complete ICS training.  Actions are listed on the OTO Bulletins.
Courses may be studied and exam taken on-line.

Please send your positive ICS and Operations Policy Test results to DIRAUX for entry into AUXDATA. When you take the test on line it is not automatically transferred to your record in AUXDATA. The positive ICS and Operations Policy Test results need to be faxed, emailed or snail mailed into the office. Be sure to keep copies for your record. Remember that OPS Policy Test results are not recorded in AUXDATA. There isn’t a task designed for it in AUXDATA yet.

  • The Initial test for Coxswains and PWC Operators is a closed book proctored by a QE.

Team Coordination Training
Initially, all crew candidates are required to complete the eight hour TCT course.  The annual refresher course is to be completed each year except for every fifth year when the complete eight hour course is required.
Courses are offered during district events, PCF, or an OPTREX.  Check the district calendar for listings ...link.  A TCT Facilitator may be requested for groups of twenty.  Organizing officer is to contact DSO-OP for planning TCT training.

 

 

Operations Workshop
For 2007, the Operations Workshop is on a CD, available from District Board members and Flotilla Commanders. The presenters of the workshop must be operational, familiar with the material and able to answer any questions that come up from those receiving the workshop. Each person signs a Workshop Attendance ANSC Form 7039 to be entered into AUXDATA by the IS Officer. The IS Officer will need to make two entries into AUXDATA, one for the TCT Refresher and one for the Operations.  

 

 

Surface Operations Policy Exam
The Operations Policy Exam is now available and is required for all trainees working on their Coxswain or PWC Operator qualification. This exam must be successfully completed before the QE dockside oral exam and underway check ride can be performed.
The exam, a 30 question open book exam, covers surface operations policies located the Auxiliary Operations Policy Manual COMDTINST M16798.3E (series) and Chapter 4 of the Coast Guard Addendum to the United States National Search and Rescue Supplement (NSS) COMDTINST M16130.2 (series). A score of 90% is required to pass the
on-line exam.
