Requirements prior to QE Request
Send completed form at least 3-4 weeks prior to requested date
Below tasks are included in the qualification guides for Crew, Coxswain and PWC Operator. 
All tasks completed and mentor signed off prior to requesting a Qualification Examiner.
Crew:
- Can be in an AP Status
- ICS 100
- ICS 700
- 8 Hour TCT (Within past 5 years)

Re-Qualifications:

Last check ride 2004–was due in 2008

Please have your FSO-IS check the status of
when you are due and plan accordingly.

FC arranges for two Facilities which have qualified Crew and Coxswains to man the vessels (NOTE: QE CANNOT COUNT AS PART OF QUALIFIED CREW)
FC contacts Chief QE Coordinator: COMO Gail Ramsey  gives desired date, along with an alternate date that QE is needed. 
Proficiencies both dockside and on the water; will be demonstrated for the QE's signature.  If candidates come from more than one Flotilla please have all candidates’ names on one form.  Only one form per QE session including all candidates.

Incident Command System (ICS)
All operational members are required to complete ICS training.  Actions are listed on the OTO Bulletins.
Courses may be studied and exam taken on-line:
           FEMA Emergency Management Institute
                       IS 100 - Introduction to Incident Command System
                       IS 200 - Single Resources and Initial Action Incidents
                       IS 700 - National Incident Management System (NIMS), An Introduction
                       IS 800 - National Response Framework, An Introduction
When you take the test on line it is not automatically transferred to your record in AUXDATA. The positive ICS and Operations Policy Test results need to be faxed, emailed or snail mailed into the office. Be sure to keep copies for your record. Remember that OPS Policy Test results are not recorded in AUXDATA.

Team Coordination Training
Initially, all crew candidates are required to complete the eight hour TCT course.  The annual refresher course is to be completed each year except for every fifth year when the complete eight hour course is required.
Courses are offered during district events, PCF, or an OPTREX.  Check the district calendar for listings ...link.  A TCT Facilitator may be requested for groups of twenty.  Organizing officer is to contact DSO-OP for planning TCT training.

 

Operations Workshop
For 2007, the Operations Workshop is on a CD, available from District Board members and Flotilla Commanders. The presenters of the workshop must be operational, familiar with the material and able to answer any questions that come up from those receiving the workshop. Each person signs a Workshop Attendance ANSC Form 7039 to be entered into AUXDATA by the IS Officer. The IS Officer will need to make two entries into AUXDATA, one for the TCT Refresher and one for the Operations.  

 

Surface Operations Policy Exam
The Operations Policy Exam is now available and is required for all trainees working on their Coxswain or PWC Operator qualification. This exam must be successfully completed before the QE dockside oral exam and underway check ride can be performed.
The exam, a 30 question open book exam, covers surface operations policies located the Auxiliary Operations Policy Manual COMDTINST M16798.3E (series). A score of 90% is required to pass the on-line exam.

Navigation Rules Test Requirements
    The Initial test for Coxswains and PWC Operators is a closed book proctored by a QE.
    The Five Year re-qualification is an open book exam and may be taken on-line. ...link  If the five year requirement is allowed to lapse, then a closed book exam is required.  QE Request is located on the Form page...link.
